Greetings, JNMarks!

You may need to register some IE dll files

If no joy, 1. There may be programs running in the background interfering with the operation of Internet Explorer. If you have Norton programs running in the background, temporarily turn them off, including anti-virus, win doctor, recycle bin protect, and clean sweep. Does this fix the problem?

Turn off any firewall or ad-blocker.

2. Perform a repair of Internet Explorer.

Try disabling firewall and pop-up blocker if you are running them

Sunray
try removing the network connections  and create new one

Try uninstalling Internet connections (tcp/ip) and reinstall them

Have u got a firewall or a router with acls?

For a DOS prompt try telnet www.yahoo.com 80, if it just say trying... it means you are being blocked, by a firewall / router ACL

If you have a broadband connection, call your provider.  I had this exact thing happen a few weeks ago and it turned out that my cable modem had become unregistered...
Check to ensure that under Tools-Internet Options-Connections-LAN Settings you dont have a proxy setup incorrectly. This has happened to me. If you have it trying to go through a proxy that doesnt exist/is being overly restrictive you will get the symptoms you explained.
JNMarks,
The problem can be many different things, the most common one is that your ip isnt properly registered with the ISP go to, Start->run->cmd->ipconfig
then ipconfig/release
then ipconfig/renew
then finally ipconfig to check if your ip number changed, so continue surfing!

CrazyOne..... you were correct

Running the winsockXPfix tool did the trick...   seems spyware or something else did the damage, when i ran spybot the program said it was applying the fix the network adapter but still didn't work until i ran the winsock tool thanks!
