This sounds suspicious.
Check for virii and adware

Housecall Online Scan

thanks sunray the downloads were helpful but this darn computer is still locked at 100%. what else can it be hardware? should i reinstall xp?
thanks alot
A little assist Sunray....

eric55: Have you tried any of the following techniques:

START | RUN | MSCONFIG

Select Diagnostics Startup
If the system doesn't use 100% of your processor then

START | RUN | MSCONFIG
Select Selective Startup

Uncheck all except for one of the options.
Do this for each option until you find the rouge program.
Oh and another thing....
You may want to try this before you attempt any of the above:

START | PROGRAMS | ACCESSORIES | System Tools | Disk Defragmenter

I sometimes run this two or three times to get rid of all the red lines (lines indicating fragmented files)

Gemarti., good morning

Apart from Gemarti's suggestions also try doing "Disk cleanup"

Start --> all programs --> accessories  --> system tools

As you think could be a hardware problem  .But let us try other easy things first

From your question the cpu usage is 100% not particularly when you go to internet explorer but there could be a possibility that IE is corrupted .Try repairing IE

This is because last time when I answer the same cpu usage issue , it was spyware ..

2) Also try restoring your machine to an earlier date . Possibly it was OK previously and the problem has recently started.
You can go to a previous state see if things are OK.Then install all the softwares , I have told and then lets go from there

http://www.microsoft.com/windowsxp/pro/using/itpro/managing/restore.asp

3) Did you try that Trojan Remover ???

4) check this thread.. Kind of similar issue. Can get more ideas
