Greetings, Shivaz!
You have the symtoms of the Backdoor.Doly virus. Here is the removal instructions

http://www.symantec.com/avcenter/venc/data/backdoor.doly.html

Best wishes, war1

that was taken from here
https://www.experts-exchange.com/questions/20136828/Enable-REgistry-Editing-in-Win98se.html

Not sure that will work, but for ur reference,

If U know since when is this happening

Boot to MSDOS mode

at c:\windows prompt, type

SCANREG /restore

and restore the registry to a date prior to problem happened.

Alex

This sounds a bit like a virus infection....  Check out this link for a possible solution.

Hmm,
I'm assuming this is your machine, and that you are not trying to circumvent restrictions
set up on somebody else's box (like in a library, internet cafe etc.)?
